Function and Tasks:

  • Provide advisory opinions to the leaders of the Food Industries Research Institute on organizational work, policy regimes, personnel management, planning & arrangement;
  • Be authorized by the FIRI Director to solve documents as confirming the curriculum vitae, working time, short-term labor contracts, to provide requests for leave, documentation, necessary papers for business trips, introduction letters;
  • Operationalize administrative services & archives;
  • Build and implement annual projects to improve degraded physical facilities and other capital construction projects.



1. Personnel and organization work

  • Organize the annual meeting to welcome the FIRI’s retired cadres and all FIRI’s staff in the occasion of Tet ( the Greatest Lunar New Year Festival);
  • Implement state regulations & FIRI’s regulations towards the staff such as increase pre-term salaries for the FIRI’s staff who have made outstanding achievements; do appointment & reappointment procedures for the heads of departments and centres;
  • Provide consultancy to the FIRI’s leaders on building projects for job creation, & the list of staff salary fund;
  • Make the list of the FIRI’s staff receiving welfare during the Great Holidays and Tet as well as receiving supplementary wages, & clothes; buy and distribute health insurance cards, manage and renew social insurance books for the FIRI’s staffs;
  • Take part in modifying and amending the FIRI’s regulations to suit the FIRI’s practical conditions, including FIRI’s operational regulations, rules on internal spending, & cultural regulations as well as facility management;
  • Follow and manage labor contracts and trainees;


2. Administrative activities

  • Manage all documents, utilize and manage the FIRI’s seal, archive all the FIRI’s documents in line with state regulations, and solve incoming documents & outgoing documents in time and exactly without making any mistake;
  • Manage and control FIRI’s means of transport to serve the Institute’s funeral and wedding activities & the FIRI leaders and other activities in a timely and safe way;


3. Management activities

  • Positively provide consultancy to the FIRI’s leaders on management methods for water, electricity utilization of the FIRI’s departments and centres;
  • Plan the gardens by adding new green trees, ensuring the FIRI’s green clean and beautiful environment; provide pure water to departments/centres and conferences organized in FIRI;


4. Other activities

  • Complete documents, provide rewards for the initiatives of those departments/centres that have made outstanding achievements;
  • Take part in other activities such as Labor Unions, Youth Union and charity activities;
