Following the International Forum on Gasohol & Bioethanol Policy and Pricing Structure on Monday morning, 25th February, 2019, Food Industries Research Institute held the Conference on Policy Recommendations regarding the Management, Price Interventions and Financial, Investment Consultations in Viet Nam Gasohol Development in the afternoon on the same day.
Assoc. Prof. Le Duc Manh-Director of FIRI and Director of the Project “Overcoming Policy, Market and Technological Barriers to Support Technological Innovation and South- South Technology Transfer: The Pilot case of Ethanol Production from Cassava” in Vietnam delivered the opening speech. He said: "Based on international experiences, it was mentioned that there is no policy suitable for all countries. However, bioethanol manufacturers are in dire need of comprehensive support policies from the government in which credit policies provided by state-own and private banks are very important."

The representatives from Vietnam Central Biofuels Joint Stock Company, Orient Bio-fuels Company, Dakto Tapioca Starch and Alcohol Factory, Vietnam Cassava Association, the Ministry of Agriculture and Rural Development, Vietnam Petroleum Institute, Joint Stock Commercial Bank for Investment and Development of Vietnam and etc. had extensive discussions on biofuels, bioethanol production and consumption as well as challenges and recommendations to support the development of bioethanol.
Mr. Hoang Van Chin- Vice Director of Orient Biofuels Company shared his opinions on
the necessary of supportive policies towards bioethanol production in Vietnam
At present, there are 6 bioethanol-producing factories with the capacity of 55.000- 125.000m3per year in Vietnam. Among this factories, only two factories of Tung Lam Ethanol Company are in operation and supply E100 bioethanol for blending E5 gasohol. The remaining factories are not in operation. Bioethanol manufacturers are facing difficulties and obstacles, including slow consumption of RON92 E5 gasohol, high production cost, high price & unstable supply of cassava and waste water treatment cost, concerns about bad effects of gasohol on engine. The price difference between subsidized RON 92 E5 gasohol and gasoline of 300 VND/lit is not enough to encourage gasohol consumption.

supportive policies towards bioethanol production
Vietnam’s bioethanol-producing enterprises are in dire need of supportive policies from the Government. These policies may include investment in R &D and technology development, reducing special consumption tax and environment tax for bioethanol manufacturers, as well as imposing tariffs on imported bioethanol. It was discussed about the possibility of using pretreated waste water for cassava irrigation as commonly adopted in other countries.
